Historia Local Web Application - v1.5

Our next release of the Historia Local Web Application to add importing of Tweets within the CreateBuilder.
First release with using ElectronJS packaging system. This will lead to full integration with Historia Core GUI Wallet.

This requires Historia Core Client v0.17.0.4 found here: https://github.com/HistoriaOffical/historia/releases/tag/0.17.0.4
