Historia Local Web Application - v1.7

First release for integration of HLWA into Historia Core GUI.

This is made use by the Historia Core Client v0.17.3.0 found here and is no longer a stand alone client: https://github.com/HistoriaOffical/historia/releases/tag/0.17.3.0
