This is really to ensure that older releases work properly; I will run RetroCap on HolyLabRegistry to propagate these bounds to earlier releases.

This also adds a test/Project.toml file to make it easier to handle the test dependencies. It correspondingly adds scoping for all the package dependencies of RegisterQD itself in the tests. Finally, it updates the travis script.

This PR is compensation for HolyLab/RegisterMismatchCommon.jl#4 and specifically fixing https://discourse.julialang.org/t/how-can-i-register-align-shifted-image-stacks/29244/32?u=tim.holy. After this merges, I'll tag two releases from the two commits here, and then apply RetroCap.jl to fix older versions.
