Fix timeout for `brew test` invocations

There was a homebrew-core PR that had been running for 13 hours in the brew test stage, possibly because it left behind a second process:

I'm not sure exactly why it happened, but it would be nice to have a timeout for brew test to keep a single package from locking up the buildfarm until a maintainer intervenes.

brew test itself does have a timeout but sometimes jobs can't be killed. I'm not sure how brew test-bot could do this any better 😕.

Personally I think the better solution is doing this at the Jenkins level; I don't see why the build timeout there is set to 24h instead of e.g. a couple of hours

could @brewtestbot test this please be given a longer timeout? I'd be fine if the default was quite short but there was an easy way to trigger a build with a longer timeout, since boost for example takes around 12 hours

@scpeters Have opened #6037 to address this. It may not handle the specific case here but it does seem to result in processes being more forcefully killed on a timeout.

@Homebrew/maintainers Please keep a watch out for any hanging brew tests and let me know; would love figure out a good way to reproduce this locally.
