keg_only tweaks

• don't allow linking macOS shadowed software (now we've updated them in homebrew-core to be consistent and there's more shadowed)
• move lists of formulae in rubocops and audit to (tested) arrays/hashes
• fix issues noticed due to the above
• add some more keg only reason helpers
• refactor some rubocops
