Documentation-only chore: the REPROCESS-SPLIT work is already implemented on
master(reprocess --vectors-only/--graph-only,phases_run, drift warnings, CLI tests). CLI-SCENARIOS was already underpropose/completed/withplans/completed/PLAN-CLI-SCENARIOS.md; this PR aligns status text and fixes stale paths.Changes
