[frontend] No landing/home page — build `app/page.tsx` with project overview

frontend/app/page.tsx exists (833 bytes) but is a stub. There is no meaningful entry point for the application.

What to build

• Project name + one-line description
• CTA button: → Open scanner
• Summary of what Sanctifier detects (list the 11 finding codes from finding_codes.rs)
• Link to documentation
• GitHub stars badge

Acceptance criteria

• Landing page renders without errors
• Links to /scan and any existing docs
• Responsive at 320px, 768px, 1280px breakpoints
• No placeholder/lorem-ipsum text
