Soroban Runtime Guard Deployment job has been failing (runs 26186689473, 26169536813). Likely root cause: testnet credentials/funding or SDK drift.

LIVE_TESTNET.md advertises a running runtime-guard; failing redeploys risk drift between docs and on-chain state.
