[contrib-wave] Integrations: Telemetry opt-in pipeline (minimal, privacy-first)

We need to know what rules are most-used to prioritise; today we collect nothing.

• --telemetry on|off persistent setting (off by default)
• Submits only: rule IDs, durations, sanitised version info
• Privacy doc + opt-out instructions
