fix Zenodo archiving during auto-release process

Per #4300 (comment), https://zenodo.org/records/7866447 (the software citation reference) hasn't updated for new versions for about two years. We should work out what changed in our release process and get these uploads working again - people do occasionally cite them!

According to github, Zenodo should automatically pick up on new github releases: https://docs.github.com/en/repositories/archiving-a-github-repository/referencing-and-citing-content. I thought maybe our readme restructure had an impact, but I don't think so.

There was a period when we were not publishing releases at all, before we fixed that and started publishing again. I wonder if the zenodo webhook lost permissions or was somehow disabled in the interim.

The webhook was still there, but reporting a mix of 500 Internal Server Error and 202 Accepted responses. I'd have expected the latter to lead to a new archived version, but... nothing. I therefore deleted the webhook on the GitHub side, Zenodo should recreate that but it's unclear what will happen; it seems that it only allows @DRMacIver to manage that even though I'm an owner on GitHub 🤔
