Two related improvements to project tooling:
1. PR reviewer emoji tags
Update the PR reviewer agent to use emoji-based tags from our code review emoji guide instead of the P0-P3 severity system. This makes review comments immediately communicate intent (blocking vs non-blocking) and aligns with the conventions referenced in CONTRIBUTING.md.
2. Simplified issue templates
Strip bug report, story, and task templates down to the essential description field. The verbose optional sections (affected area dropdowns, version fields, reproduction steps) added friction without consistent value — most issues left them blank.
