Avoid issues especially with local uncommitted edits and using ado --remote

Wheel paths that are found on submitting machine - copied over to remote cluster for install.
Wheel paths not found on submitting machine - assumed to refer to wheels on remote clusters filesystem.

We should probably update the examples we have for the pyprojects, such as
