test(ci): Model resources validation, dependencies resolution and validation of vLLM requirements in CI

Objective

The objective of this issue is that of building a CI pipeline performing the below tasks

1. Verify that all the requirements for the PR are met, no missing files, etc. (Defined in feat(models): Define requirements for the integration of a new model #2)
2. Dependencies resolution upon PR creation (Defined in build(deps): Cross model package resolution #1)
3. Validation of vLLM integration requirements

Expected outcome

Upon completion of this issue, the necessary CI pipeline steps (assuming using SPS) are committed to the repository and the triggers are configured in the project settings.
