Errors in scaling data

• Scaling data produces error for Ethiopia (may affect other countries too). It looks like an error as there are multiple entries for 2019 in the scaling data. Resolved by fixing error in list years listed.
• There is no scaling data for Iran. Does this country have inconsistencies in naming across the loss data and scaling data inputs? The tool still works but skips the scaling part. Resolved by aligning Iran name in lists.
