GitHub Actions to build and push image to Harbor registry on new [published] release

Hey @jgbaum, when you get a chance this Github action should be able to build and push the Docker image to the harbor registry. It will just require adding a username and password to the repo secrets under HARBOR_USERNAME for the username and GITHUB_TOKEN for the password. I currently don't have access to add these secrets to this repo unfortunately :-( Thanks |
