Methods for back-filling PubMed IDs

Proposals initially:

• E-mail dataset owners on some interval asking if their papers have been accepted/published and to send us their PubMed IDs
• Newsletter with section on helping us curate
• Configure and check apache logs and see the referrals as clues to publication source

Regarding bullet point 3, the apache logs seem to only go back 2 weeks, but there is a way to extend logs retention periods for the future if we choose to.
