Reconcile different DICOM usage conventions in TF #607

Rationale for Change: There are at least 3 places where DICOM usage conventions are documented in IHE:  
1.      In the IHE Supplement Template, Rev 10.6, 2022-01-17, Section 7.1, Table 7.1.2-1 and 7.1.2-2
2.    IHE General Introduction, Appendix E, Section E.2
3.      IHE RAD TF-2: 2.2.   

The contents of these sections are not aligned. 
Some issues: ·      

  • Appendix E.2 only contains query conventions; it does not contain usage conventions for content definitions (but does not refer to ‘storage’) ·      
  • The supplement template refers to Appendix E.2, and then adds usage conventions for content (but does not clearly distinguish between the two). ·      
  • The RAD TF contains conventions for query and storage (i.e. content). 
  • The content/storage conventions in RAD TF-2 and the supplement template are not identical.    The query conventions are close in both documents (but the supplement template does not define R+* explicitly.  

This is a problem.  I have recently witnessed a new editor using the supplement template whose content is probably the most confusing (as it does not clearly distinguish between query and content/storage.  

I recommend moving the RAD definitions into Appendix E, reviewing/updating that to ensure it’s clear and complete, and then updating references to point to the one source of truth for DICOM conventions.  (Note that updating references is not a minor task.    In the RAD TF, there are lots of references to RAD TF-2:2.2…. we could update RAD TF-2: 2.2 to point to E.2 rather than trying to find/replace all internal reference).
