i18n(bn): Bengali translations from Qwen + audit cleanup#1358

Initial Bengali translation pass from Qwen MT. 296 of 304 strings filled with type="unfinished" for native-speaker review on Weblate; 8 entries left empty (alphabet character set, plural forms, and a few that need context). Audit pass on the Qwen-supplied Bengali translation:
Reverted to empty type="unfinished" (Weblate to fill):
- "Read access users" — translation contained large chunks of Russian
(cross-language MT leak).
- "Select recipients for %1" — placeholder %1 duplicated, text garbled.
- "Could not export public key for %1.\n\n%2" — %1 placeholder lost.
- "Export Public Key" (both contexts) — gibberish ("sequential byte
negative service" / "wide user for access user public key take").
- "Invalid password length" — 4× source length, wrong meaning.
- 11 short strings with mixed-script artifacts (Latin letters fused
to Bengali words mid-character, e.g. কopi, গénেরেট, ফont, সamb,
মappa, কmiউটার-style fragments).
- 4 long HTML paragraphs ("Please install GnuPG..." × 3,
"Sharing Passwords with GPG", "<h3>Export Your Public Key</h3>...",
"This operation can take some minutes...") with broken <br> or
<p> balance.
