It remains unclear to me if the European Commission takes this into account concerning its yearly INSPIRE monitoring and if the European Commission excludes such datasets from the datasets for which you monitore the accessibility through view and download services as specified by Commission Implementing Decision 2019/1372 Article 6.
Could you confirm me that you do not take datasets with restriced public access into account because they are obviously and legally not accessible through view or download services ?

I have a question concerning datasets with restricted public access in accordance with Article 13(1) of INSPIRE directive.
Brussels Region maintains several datasets of this type. We publish metadata concerning these resources (e.a. https://geobru-geonetwork.irisnet.be/geonetwork/srv/eng/catalog.search#/metadata/35fcadf0-382f-43b9-b366-f52482f29874) but no WMS/WFS/ATOM in accordance with Article 13(1).
