Windows 11: run squish tests for GUI on windows 11 build node

As a developer I would like to run the squish tests on a windows 11 build node. This will hopefully help to spot any bugs in the GUI that may have been introduced implicitly with windows 11's different UI/scaling modes etc.

Acceptance criteria

• Set up a windows 11 build node

• Jenkins job is set up for running the squish tests on the windows 11 build node which uses the build from Windows 11: Set up build node for GUI #8269

• We have 1 static squish license and 1 floating, we may need to get another squish license

• We've already checked that this worked, this is just to set up the permanent job

• Enable System_Tests_Win11_Win11 and System_Tests_Squish_Win11_Win11 jenkins
• Check jenkins log and confirm that both install EPICS_CLEAN_win11_x64 builds
