Tightens sealevelchange_core.cpp by fixing the missing horiz parameter retrieval, guarding zero-load SLC convergence, correcting viscous polar-motion interpolation, making TransferSealevel nonblocking sends safe, fixing CombineLoads/TransferForcing leaks, improving barystatic assembly flow, and cleaning up minor geometry/result issues.
