[ENHANCEMENT] Add back `permute`

`ITensors.permute` was the old name for [`NamedDimsArrays.aligndims`](https://github.com/ITensor/NamedDimsArrays.jl), we should deprecate it for `aligndims`, but maybe keep it around for backwards compatibility.
