Initial basic working implementation of
ITensorandIndexbased on NamedDimsArrays.jl. This is the same code as that in #1608 and supersedes that PR, I've decided to first develop this rewrite in a separate package since I think that will make it easier to test out inITensorMPS.jl/ITensorNetworks.jl.
