Select: Missing border in material theme when selection is changed

Description

The focused border of the select component in the material theme outlined variant is not correctly displayed.

Steps to reproduce

1. Open select sample
2. Switch to the material theme, outlined variant
3. Change the selected value and observe the bottom border when the component is still focused

Result

The focused border-bottom of the notch part is missing
