Use igniteui-cli to upgrage licensed packages

This solution uses ugniteui-cli instead of a bash script to do string find and replace for igniteui-webcomponents-* packages.

The solution was tested on staging and produces the webpage:

This is from the latest execution of the pipeline for this branch

Because to me this signals that the invokations did nothing - becase we are already using licensed packages.

Your app is already using packages from the Infragistics registry. You are good to go. This is an expected output from the ig CLI.The other logs are from the pipeline. It is kind of weird that it logs it because we do not use licensed packages by default.

OK, I understood the situation with the igniteui CLI messages.
The CLI gives this message when there are no infragics packages in the package.json to replace (trial -> license).

In this context, only the finance-grid and hr-portal's package.json files contain infragistics packages to process.
