This no longer exists in recent Boost versions. Fortunately we weren't actually using it, but were still linking to it having used it in the past.
With Boost 1.76, this could also match a class in `boost::filesystem`.
In this version, `PyEval_InitThreads()` and `PyEval_ThreadsInitialized()` are deprecated, and don't do anything.
