Borderless Tool is a lightweight .NET WPF application written in C# that allows you to move windows to precise coordinates on a selected monitor, with full control over their size.
The tool provides preset positions and sizes for each monitor half and quarter. In addition, it lets you toggle topmost and borderless modes for the selected window.
Note: Not all games work well with this tool. Some may forcibly disable topmost and/or borderless mode, scale incorrectly, exhibit glitchy mouse input, or force exclusive fullscreen, among other issues.
