Can you also do higher dungeons as lower characters?

The description says any dungeon at any level, but so far I bumped byself to lvl 13 because at 10, there are no dungeons availalbe. And at 13 I can only choose the usual suspects for low lvl runs, deadmines, RFC, WC. The destription has the example of doing deadmines properly scaled as a lvl 80 dungeon, but is it also possible to do something like Azjol Nerub or any Wotlk 5 man at lvl 10? It seems level restricts me to the novice tier at lower level, but also it restricts me to dungeons that are already my level.

On a side note, the server seems to crash after teleporting to a new dungeon on rogue mode atm. And somehow it gave me the brewmaster achievement and a mug after I did the first level which was deadmines.
(crash logs for the server has a really long stacktrace, but there are a lot of "unable to read memory" errors in there.
