Remove library/patches/

This has 2 files:

EDITBMPATCHES
NEW-SKETCH-COLOR

I did a source compare (CSBROWSER) of EDITBMPATCHES against EDITBITMAP.  EDITBITMAP is a superset of EDITBMPATCHES except for a small number of functions that are separately in the loadup.

So I think EDITBMPATCHES should go.

I'm not sure what to compare NEW-SKETCH-COLOR.
