Add an Unusable Internet tracker?

I have a really unstable internet and on some days I have zero usability but the internet monitor tracks it as 70% available even though it keeps flickering on and off so often that I can't even load a page on those days.
Could you add a feature so that for the first X seconds of coming back online it tracks as Unusable Online, tallied under Downtime, waiting until after the X seconds of online to start marking fully online?
I feel like this would really help me track how usable my internet actually is.
(I'd probably set the Unusable Internet as the first 15 seconds. But others may have usable internet sooner or later than mine.)
