[cardano-testnet] - Add flag to generate a template configuration for tx-generator

Description

This PR adds a new flag (--generate-tx-generator-config) that generates a new file in the folder. This file contains the default config for tx-generator but configured so that it connects to the nodes spawned for the testnet.

Note on CI

If your PR is from a fork, the necessary CI jobs won't trigger automatically for security reasons.
