Description
The helpdesk sync files and functionality is moving away from github Actions and into an AWS Lambda. This reverts most of the work in #20 and the scripts and information is preserved in https://github.com/JCSDA-internal/github-admin/pull/147
Note, I deleted the action secret from this repo and have disabled the workflow.
