Feature request: xesmf and cmocean

GMAO uses xesmf quite a bit for regridding between curvilinear to regular or regular to regular grids. It allows saving weights and contains dask parallel implementation.

Cmocean is lightweight package. This would be quite useful for EVA, even though the name includes ocean it could be used for other model outputs as well. Plus they are beautiful:

@Dooruk Do you know what versions of these you need? I doubt spack-packages is up-to-date with the latest versions.

Also, a query for you (or maybe @climbfuji) do you know what env these would be in? gmao-swell-env?

py-xesmf

For py-xesmf we'd need:

1. Update py-llvmlite to latest from spack mainline
2. Update libpng to latest from spack mainline
3. Update libpng version in common/packages.yaml to 1.6.55
4. Requiring openblas @0.3.32 (something downgrades it)

These are all available but it's the first one that really hurts. py-llvmlite brings in llvm. And that seems to be a requirement. Period. So we'd have to build llvm every time we build spack-stack. Moreover, py-xesmf brings in ncurses which is always a "fun" build.

py-cmocean

This one seems "simpler" but I am hitting an issue where we need to update py-matplotlib which leads to #1276

So I updated to use py-matplotlib @3.10.8 and, well:
