[INSTALL]: Update to Intel oneAPI 2025.3 on NRL systems (2025 Q4)

This will not be in time for spack-stack v2, according to Intel the release is planned around Supercomputing 2025 (mid-November).

Other information

We want all NRL platforms to update to this release, it contains bug fixes for compiling with interprocedural optimizations, for building FMS, etc.

I would recommend other platforms to update to this release, too.

Because of a bug identified in oneapi 2025.3.0, we cannot deploy this version on the DOD HPCMP Cray systems (Blueback, Narwhal). I reported this back to Intel and they fixed it in 2026.0. Once that version is released, we will update to it on all NRL systems.

For now, we can close this issue as completed when #1830 is merged, since 2025.3.0 is installed on Atlantis and Nautilus.
