Reenable parallel-netcdf in NEPTUNE environments #1897

Is your feature request related to a problem?
Previously, we turned off support for parallel-netcdf (pnetcdf) in the NEPTUNE environments, both directly and indirectly (in PIO etc). Since then, we added the shared-intel variant that fixes the problems with libirc.so and libimf.so that made us turn off parallel-netcdf in the first place. It turns out that we now need parallel-netcdf support in the NEPTUNE environments for the Navy ESPC effort.
Describe the solution you'd like
Update the NEPTUNE templates to support parallel-netcdf again, both directly and as dependencies of PIO etc.
