Updates to production guidelines

In this issue we modify our production instructions to:

• confirm that a fixed seed is set for the parts of the pipeline involving randomization

Proposing that we ask the PR merger to also update all other production branches from the main production branch when merging a subissue branch. The current instructions are below

@liaochris thanks, that's reasonable. It's implied by our usual workflow, so is your thought that it deserves extra emphasis in this context?

@jmshapir Yes, my thought was that since we're not updating from main and you can't easily see from the branches page on GitHub that the production branches are out of date if you don't update them, it might deserve extra emphasis. That being said, I think it's probably a change on the margin though given the existing instructions in our lab workflow.
