CHANGELOG: note the docs site and post-v0.5.0 infra under [Unreleased]#74

No version bump. The rspress docs site, the docs.yml workflow, the Node 24 action bumps, and the base-path fix don't change the coding-scaffold Python package. Recording them under [Unreleased] gives the work an entry in the changelog without burning a release tag for infrastructure-only changes.

No version bump. Adds an `[Unreleased]` section labelled "Infrastructure (no package changes)" that records the four infra/docs PRs landed since v0.5.0:
The Python package, CLI, and test surface are unchanged from v0.5.0. Recording the work in the changelog so the docs-site launch is visible without burning a release tag for infrastructure-only changes.
