Support reverse order of START WITH... CONNECT BY... Oracle hierarchical expression

According to http://docs.oracle.com/cd/B28359_01/server.111/b28286/queries003.htm#SQLRF52315 both options are valid: START WITH ... CONNECT BY ... and CONNECT BY ... [ START WITH ... ]. Now only former is supported
