[19] Installation&version adm manager

The first part of the task was made as part of the #142. All changes should be described in the design document
003.142_gliffy_about_v0.1.pdf.

User Stories:

• Initial changes ([150] About #142) - done;
• Give the admin user the possibility to check the current version/build no of the application in the 'Settings' ([5] Current build data and release data #282);
• On the 'About' window, the version and the installation date should be fetched from the database (com_system_data). These data should be populated in the database during the new version installation ([5] Current build data and release data #282);
• Give the admin user the possibility to track the license, handle the license on the 'About' screen (as it is in the code comment, maybe apiId could be used (com.javafee.elibrary.core.aboutform.Actions#reloadLblSubscription));
• Review the Subscription idea;
• Move apiId to the properties or it fetches from the REST API (as it is in the code comment - com.javafee.elibrary.core.common.Common#fetchSystemVersion);
• Give the admin user the possibility to check the last build logs ([50] Logs #279);
• Give the admin user the possibility to check the db logs;
• Give the admin user the possibility to check the db version (f.eg. orderexecuted.deployment_id);
