Refine keybindings settings panel UI

Summary

• Moved keybindings file-opening controls from the main settings route into the dedicated KeybindingsSettingsPanel.
• Removed the old "Keybindings" SettingsRow entry from apps/web/src/routes/_chat.settings.tsx.
• Updated keybindings panel button layout to vertically center items by adding items-center.
• Changed keybindings button style from size="sm" variant="outline" to size="xs" variant="link" for a lighter inline action look.
• Updated button label to Open keybindings.json for clearer context while keeping existing loading state (Opening...) behavior.
