Purpose
Enforce running verification commands (tests, build, lint) and confirming output before making any success claims. Prevents "it works" declarations without evidence.

Acceptance Criteria
- SKILL.md created with codingbuddy pattern (Core principle, Iron Law, When to Use)
- Covers: test execution, build verification, lint check, diff review before commit/PR
- "Evidence before assertions" as Iron Law
- v2.0 frontmatter included
- Can be merged independently
