Permission override for settings.equal-access

Hi, I love the new access levels, but I think it could be improved with one (hopefully small) change.

For most of my staff team, I would prefer `equal-access: view`, but for my highest staff rank, I would prefer `equal-access: allow`, so they can always edit all inventories.

Could this functionality be achieved with a permission?
