THis does 3 things

• Stops using TravisCI and uses GHA instead
• Setup Nightly build Notifcations for Invenia RSEs
• updates TagBot to use current best practices

This will probably need re-generating secret environment keys in GH actions for Documenter

the failing job is becauyse a test that was mark broken (to do with allocations) apparently isn't broken any more.
I don't know why (esp since hit happens only on ubuntu not on windows or mac).
Anyway it is unrelated, so I am merging this.
I am also voiding the old documentor key
