How did you install Julia? I'm guessing whatever's packaged by Ubuntu is broken and you installed that? Try installing with juliaup or just unpack the TAR archive from https://julialang.org/downloads/.

thank you for your reply! I found out the reason is that i don't have the permission to create symlink. So when i unpacked the TAR archive, something i neglected before went wrong
