Needed to break API in 0.4 without calling it 1.0.

Cf. JuliaLang/julia#5365 I will do the same for openspecfun in a few hours.

Simply adding a new tag and marking it as a release is enough.

Both openlibm and openspecfun are released as 0.4. Thanks @nalimilan for pushing these to the finish line.
