Fixes JuliaRegistries#491 by adding documentation for the new changelog_format input parameter introduced in PR JuliaRegistries#467. The documentation explains the three available formats: custom (default), github, and conventional.
Update the example configuration to include a commented changelog_format option for better discoverability of the new feature.
