[Update] : [Github] : Rotate Tokens + Refactor Permissions

Describe the update

Time to rotate all the tokens and clean up any older tokens!
Before I do that, I will also go through and revoke any lingering dev permissions, trying to lock the repo down.
Revoking all undesired automation, mainly some of the automatic pull requests that are no longer in use.
Afterwards, I am going to shift from making direct commits to this monorepo and start making forked pull requests to it.

The tj-actions was changed / compromised but it was while we were doing the workflow changes already, so we might have lucked out in that whole ordeal.

NPM Token was updated, which resets now every 90 days, so we will need to make a test to handle that.
