Thin wrapper around GitHub API v3 in the jedi crate, available to all consuming services. Supports listing issues, PRs, commits, branch protection, and repo metadata. Includes stagnation detection helpers and rate limit monitoring. Maps HTTP errors to JediError. Ref: #7852
