fix(axum-kbve): set CARGO_INCREMENTAL=0 for sccache compatibility (#9516

The 24.04-builder image still has CARGO_INCREMENTAL=1 baked in from
before the chisel fix was republished. Override to 0 in the Dockerfile
so sccache works regardless of the base image state.
