Description
The 'Attendees & Learners' page (attendees_and_learners.rst) is not being referenced properly in the toctree.
You can access it directly from the 'Contents' section on the 'PhaseII ...' page but if you try to navigate to it using the 'next' and 'previous' buttons it shows up as '' and breaks the document
